After inspecting the character creation video that can be had HERE I discovered some interesting consistencies.

Judging from what I saw in the video, I strongly believe the marking selection is race specific. Especially due to the fact that the random button was abused in that video and no facial tattoos were shown, just paint and scarring. And there was one Stygian shown at the beginning that has a intricate tattoo. This leads me to believe Cimmearian's can only have face Paint, and not Tattoo's. But everyone can have scars. This rule could possibly follow with the torso.
Another oddity is the chest tattoo that is on every charactor creation video out there. According to GDC playtesters it is from a starting quest.
